The Securities and Exchange Commission settled an enforcement action against the New York Stock Exchange Inc., finding that the exchange, over the course of nearly four years, failed to police specialists, who engaged in widespread and unlawful proprietary trading on the floor of the NYSE.

NEW YORK -- Fifteen specialists who managed trades on the floor of the New York Stock Exchange were indicted Tuesday, charged with using their inside positions to earn an estimated $20 million in illicit profits for themselves and their firms.

SEC Exempts Vanguard Shares From 'Tick' Requirement
The Securities and Exchange Commission has informed mutual fund giant The Vanguard Group that the SEC is exempting the firm's VIPER shares from Rule 10a-1 of the Securities Exchange Act of 1934.
